197A-PLAN
Committee was established in 1990 to develop a long-term plan, to ensure the implementation of a desired community rehabilitation and community development, resulting in the improvement of the quality of life in the CB#9 area.
-Monitor the recruitment, employment and reports produced by retained Consultants, to develop a written 197-A Plan for Board approval;
-Coordinate regular Committee and sub-Committee meeting(s) to identify the key issues, goals, strategies and actions to support the preparation of the Board’s 197-A Plan;
-Coordinate necessary public conferences to solicit community participation in formulating the Board’s 197-A Plan;
-Monitor and review submitted Consultant’s reports, to present to the community, Board Committees, and full Board for approval;
-Coordinate the preparation and completion of a Board and community approved 197A-Plan, to submit through required procedures to City Planning for implementation in the CB#9 area;
-Monitor the implementation of an approved City Planning – 197-A Plan for CB#9.
ARTS & CULTURE
Committee will collect and disseminate Cultural information, increase the visibility of artistic and cultural endeavors in District 9 and support the establishment of a cultural arts district/destination in West Harlem.
Committee’s goal is to foster a culturally sensitive environment, which facilitates favorable opportunities for artists living and working in the District. The Committee recognizes the legacy of the community’s arts and cultural contributions and is committed to furthering such tradition.
The Committee will advance these interests at the City, State and Federal levels. The Arts and Culture Committee will serve as a professional liaison to arts organizations, media and entertainment companies as well as civic and cultural institutions for Manhattan Community Board No. 9. The Committee will advise the Executive Committee and General Board, individuals and Elected Officials concerning Arts and Culture issues in the District 9 community. The Arts and Culture Committee will work closely with other Manhattan Community Board No. 9 Committees to advance mutual issues and projects regarding Art and Culture in the District.
The Committee welcomes working with all Elected Officials, City and State Agencies and Community Organizations within our District. Manhattan Community Board No. 9 is now making the Arts a priority. We hope that you will support us as we strive to make our community more viable and economically sustainable.
HARLEM PIERS/ECONOMIC DEVELOPMENT
Advocate Community Board #9 policies on plans to develop the 125th Street and Hudson River site.
Consultants and/or Agencies involved in the development of the 125th Street waterfront. Develops criteria for short-term and long-term plans for revitalization of the waterfront and reviews proposals to achieve these goals. Participates in Costal Zone Management Plan, etc. Coordinates and consults with all Chairpersons of Planning Committees i.e. Housing, Parks Environmental, Transportation, Manhattanville Rezoning, and Arts and Culture and in reviewing all proposals along the waterfront.
HEALTH/HUMAN SERVICES & ENVIRONMENTAL
Monitors social services, including hospital construction, HRA funded agencies and all health and psychological/psychiatric services. Liaison with City and State health agencies and existing community groups/health institutions. Assess social needs and problems relating to all adult groups. Makes appropriate recommendations. Monitors the policies of Department of Environmental Protection – including the North River Pollution Plant.
HOUSING LANDUSE & ZONING
Monitors Code Enforcement in the entire Board 9 area. Deals with tenant and landlord problems, monitors co-op and condo conversions in the entire District. Liaison with the Department of Housing Preservation and Development and various housing groups in the community. Monitors city-funded contracts to housing groups. Deals with all Housing and Land Use issues. Reviews ULURP proposals throughout the district, as well as Zoning Issues.
MANHATTANVILLE REZONING TASK FORCE
Promote the establishment of a special purpose zoning district in Manhattanville1 that will guide the real estate market to create a balance of a variety of uses including production/light manufacturing/storage/warehousing, retail, affordable housing, and community facilities while ensuring that the district assets, architecture, and character of Manhattanville and maintained.
Serve as the umbrella organization for the Community Board, City Agencies, local residents and community-based organizations directly and indirectly affected by any rezoning in Manhattanville.
Monitor development of community benefit agreement(s) with relevant developers in Manhattanville for the benefit of Community Board 9 residents, businesses, and property owners.
Assist, as necessary and appropriate, in the coordination of financial, technical assistance, consultants and pro-bono resources and assets available for the purposes of achieving the above-stated goals.
Liaise with Elected Officials and City, State and Federal government agencies, as may be required, for the purposes of achieving the above-stated goals.
- Manhattanville is bounded by LaSalle Street to the South and 135th Street to the North; Hudson River to the West and St. Nicholas Terrace to the East
PARKS/LANDMARKS
Monitors services and capital projects in parks and playgrounds in the district. Plans for new parks and recreation facilities. Liaison with all city and state parks and agencies. Monitors the planning for the Riverbank State Park.
Works with the local residents and policy makers to preserve the architectural riches of Morningside Heights, Manhattanville and Hamilton Heights through landmark designation. Identifies districts and individual buildings for landmark status. Gets involved in broader citywide issues such as the recent reform of the Charter. Monitors Hamilton Heights Historic District. Liaison with the Landmarks Preservation Commission and all related agencies.
SENIOR ISSUES
Monitors all senior services in the district. Reviews and makes recommendations on all pertinent legislation and complaints regarding senior matters. Liaison with the Department of Aging and all related State and City agencies.
UNIFORM SERVICES/TRANSPORTATION
Monitors services in the district of Police, District Attorney’s Office, Fire and Sanitation. Assesses problems and capital and expense needs of the relating agencies in the district and recommends appropriate remedies. Coordinates and acts in concert with all other board’s committees that are affected by Police, Fire and Sanitation. Liaison with 26th/30th Precincts, Manhattan North Command, Housing and Transit Bureaus, Fire Department and Department of Sanitation.
Liaison with the Department of Transportation and all other relating agencies.
Studies the transportation needs in the Board No. 9 area. Monitors the traffic problems and seeks solutions to the negative impacts resulting from the massive influx of trucks, cars and buses etc. Monitors the physical conditions of sidewalks, streets and highways. Reviews and recommends all DOT Capital Projects proposals.
YOUTH/EDUCATION & LIBRARIES
The Committee is a coalition of Community Board members and representatives from a community groups throughout the district, which facilitate youth programs and activities.
Establish liaison/linkage with Community School Boards in order to improve school operations and support educational priorities.
Help facilitate the adequate allocation of revenue for school services.
Work with school district offices on increasing or finding funds for special needs programs, (i.e., tutorial math and reading, drug abuse, sex education, etc.,) in the community.
Compile data on district schools including demographics; math and reading scores; drop out rates, etc.
Develop a networking relationship with the district’s parochial, proprietary schools and colleges.
Assist schools in getting needed City services.
